What is the Nursing Licensure Compact or NLC? 

Compact nursing states are associated with the Nursing Licensure Compact (NLC), an accord among states permitting nurses to hold a single compact state nursing license, granting them the privilege to practice in other states within the agreement. Established in 2000, the NLC expanded to encompass 25 states by 2015. Maryland, the pioneer in ratifying this, recognized an immediate demand for nurses and sought assistance from neighboring states’ nurses to address the shortages.

In 2018, the Enhanced Nursing Licensure Compact (eNLC) was introduced to facilitate the process for nurses. This updated compact included licensure standards, addressing a deficiency in the original compact license. Notably, the NLC did not mandate applicants to undergo state and federal fingerprint-based criminal background checks, a requirement now incorporated into the new eNLC.
